President Eisenhower's Trip to South America In February-March 1960 President Eisenhower visited Brazil, Argentina, Chile, and Uruguay, coordinating the stops with announcements of increases in aid to Latin America. He was greeted with overwhelming receptions in each country. President Eisenhower arrived in Brasilia, nearing completion as the new capital city of Brazil, on February 23. There, he joined Brazilian President Juscelino Kubitschek in a joint declaration of friendship and was enthusiastically hailed by construction workers and government workers. Kubitschek flew on ahead to meet Eisenhower at Raio de Janeiro, where there was an even larger welcome.The next stop was São Paulo, where the program was cut back after a collision of a U.S. Navy plane and a Brazilian airliner killed 61 persons, including 19 members of a U.S. Navy band scheduled to play at a state dinner. welcome in São Paulo. From São Paulo, Eisenhower went to Buenos Aires, Argentina, where on February 26 he spoke to the Argentine Congress. After his speech he saw police use tear gas to check demonstrators loyal to ousted President Juan Perón. Argentine President Arturo Frondizi and Eisenhower pledged friendship in the Declaration of San Carlos de Bariloche. Presidents Eisenhower and Frondizi sign the
Declaration, on February 28. On February 29 Eisenhower visited Santiago, Chile, where he was enthusiastically welcomed. He had a similar reception at Montevideo, Uruguay, on March 2, although some students at National University demonstrated against "Yankee imperialism."
