Republic of Upper Volta République de Haute-Volta The Republic of Upper Volta was proclaimed in Ouagadougou on August 5, 1960, and Maurice Yaméogo remained its President. He had been elected provisional president by the National Assembly on December 9, 1959, and was re-elected on December 8, 1960. The new nation refused to sign agreements on co-operation with France when the latter, on July 11, recognized its independence. Upper Volta was admitted to the United Nations on September 20, 1960. Adopted on December 9, 1959, the
flag of Upper Volta had three stripes, of black, white,
and red, representing the three main rivers in the land,
