Nkrumah. Nixon greets Boy Scouts in
Addis Ababa, Ethiopia,
while on his way to the palace to meet Emperor Haile
Selassie, in March. The principal reason for the meeting
was discussion of the use of Massawa on the Red Sea to
establish a U.S. air and naval base. In return the United
States would supply an undetermined amount of military
