Fernando Belaśnde
Terry was a very popular politician
who, unfortunately, proved to be an ineffectual
President. Elected by a substantial majority in
1963, he was ousted by a military coup in 1968.
He regained the presidency in 1980, again with a
sizable percentage of the vote. Both terms,
however, were marked by conflicts with Congress,
economic problems, and failed public works
