On February 17, Provisional President Major General Pedro Eugenio Aramburo promised to hold a free election for a new government not later than February 1958. On March 30 he called for election of a Constituent Assembly to consider constitutional reforms. The election, held July 28, gave him a majority; and on September 24 the new Assembly ratified the restoration of the 1853 constitution, 105 to 0.

Candidates for a promised general election used the election of a Constituent Assembly to build their strength.
